Fresh Incident of Cloudburst in Devprayag, Uttarakhand

A cloudburst hit Devprayag in the Tehri district of Uttarakhand on Tuesday, razing two municipal buildings to the ground and damaging several shops.

It also damaged pedestrian bridges, water pipelines, and electricity supply lines, an official said.

The cloudburst occurred over the Shanta river, causing inundation of areas along its banks with a huge amount of slush-containing boulders, SHO of the Devprayag police station Mahipal Singh Rawat said.

Two municipality buildings, including the multi-purpose Nagar Palika Bhawan, caved in after being hit by the rubble brought down by the cloudburst, he added.

A number of shops in the Dashrath Danda Parvat area of Devprayag were also damaged, the SHO said.

However, there was no loss of life as people were alert and had moved to safe locations like the bus stand and police station premises, he said.

Australia to resume repatriation flights with India from May 15

Cabinet's National Security Committee has signed off on a plan to begin repatriating Australians stranded in India once the temporary ban is lifted next week.

Prime Minister Scott Morrison is expected to announce the details on Friday, in what will come as a relief to the estimated 9,000 Australians stuck in the COVID-ravaged country.

It is understood the first repatriation flight will leave Australia for India almost as soon as the ban is lifted on May 15 and will have the capacity to bring home around 200 passengers.

All Australians returning from India will quarantine outside Darwin at the Howard Springs facility, which is expected to be nearly empty by next Saturday.

Around 900 Australians who have been listed as "vulnerable" by the Department of Foreign Affairs will be given priority. But they will need to return two negative COVID-19 tests before they are allowed to fly.

Before the government imposed the travel ban, it had been chartering two flights to India each week to bring Australians home. The new agencies has been told there would be a maximum of one repatriation flight per week once travel resumes.

It is unclear whether commercial flights will also be able to restart, with one government source saying it would be a slow and steady process.

The government has come under sustained pressure for not only banning anyone in India from flying to Australia but making it a criminal offence to do so, punishable by hefty fines and imprisonment.

Earlier on Thursday, Immigration Minister Alex Hawke warned the repatriation process was "very complex" and would "take some time".

"This second wave is very bad, the logistics in India are very difficult, people are living in remote towns and villages and to get them safely to an airport is a very difficult undertaking," he said.

"These are the real, practical consequences. There are thousands of people, many dying on the streets in India. So it's going to be very complex."

After Covid carnage, Britain to reopen travel to limited countries

 Britain will allow international travel to resume from May 17 after months of banning most trips abroad, but nearly all major destinations were left off its list of countries open for quarantine-free holidays.

Just 12 countries and territories made the so-called "green list". They include Portugal, Israel, New Zealand, Australia and the tiny Faroe Islands.

The top four destinations - Spain, France, Italy and the United States - were among those left off, angering stricken airlines and holiday companies battling for survival. Those four sit in the amber category, requiring self-isolation for those returning to the UK.

Turkey, another big holiday destination, was added to a red list. Thatrequires travellers to spend 10 days in managed hotel quarantineon their return, which they must pay for themselves.

While a legal ban on all non-essential international travel will be lifted for the first time since January, the government said people should still avoid travelling to countries on the amber or red lists for leisure.

"Today marks the first step in our cautious return to international travel, with measures designed above all else to protect public health and ensure we don’t throw away the hard-fought gains we’ve all strived to earn this year," transport minister Grant Shapps said.

Airlines, holiday companies and tourist hotspots in southern Europe have been waiting for big-spending Britons to start travelling again, but they will have to wait a few months longer for a full rebound to take off.

With Portugal as the first major Mediterranean holiday destination to make the green list, Thomas Cook and Club Med said bookings there were already up 250% on last Friday. TUI said it had added more flights to Portugal.

The list will be reviewed every three weeks. It applies only to people from England for now, but devolved administrations in Scotland, Wales and Northern Ireland are expected to accept it too.

Those travelling to countries on the green list will have to take two COVID-19 tests, one before arrival back into the UK and one within two days of returning.

'EXCESS OF CAUTION'

Trade bodies for pilots and airlines, airports and holiday groups said Britain was being excessively cautious and such a limited reopening would continue to drag on an industry that had taken great strides to manage safe travel.

Experts have also said prices could shoot up for bookings to the few places on the green list. Shapps said airports could also see longer delays as COVID-19 test results must be checked.

Many destination countries also have their own requirements, with many still effectively closed.

"This excess of caution from the government is extremely disappointing for everyone who works in the travel sector," Brian Strutton of the British Airline Pilots Association said.

The travel industry had argued that Britain's rapid vaccination programme should enable it to open up more quickly. But the government has prioritised efforts to prevent coronavirus variants from entering the country.

Heathrow Airport, the country's biggest, and British Airways (ICAG.L) both urged the government to add more countries to the green list when it next reviews travel in early June, and to let those who have been fully vaccinated travel without restrictions.

"The government should help people plan ahead by publishing a list of countries expected to be on the green list for the summer holidays so that passengers are not faced with high prices for last-minute bookings," Heathrow CEO John Holland-Kaye said.

Before the announcement, the head of British Airways-owner IAG had also called on the UK and the United States to open a travel corridor, given their high vaccination rates.

Egypt to conduct rapid tests for arrivals from countries with coronavirus variants

Egypt will conduct a rapid coronavirus test for visitors from countries where coronavirus variants emerged upon their arrival in the country, the health ministry said.
Health Minister Hala Zayed in a video conference on Friday said the rapid molecular test, known as ID NOW, only takes 15 minutes to detect coronavirus infection.

Egyptians and non-Egyptians coming from the countries with coronavirus variants are required to undergo the test, and they will also be subject to medical examination, Zayed pointed out.

A PCR test results are also required, which the visitors have to submit before entering the country, she added.

However, the minister did not specify the countries the decision applies to.

The move comes as many countries are currently facing a new variant of coronavirus, which was first detected in India and is scientifically thought to be more transmissible.

India has been recently hit by one of the worst coronavirus outbreaks.

Mohamed Abdel-Fattah, Egypt’s deputy health minister for preventive medicine, earlier this month said the Indian variant, dubbed B.1.617, extended to 17 countries, including Iraq and Jordan.

Africa’s Kenya, Uganda and South Africa all detected this strain coming from India.

Zayed during the video conference said Egypt has not recorded new coronavirus variants thanks to the preventive measures it has taken at its entry ports immediately after the warnings by the World Health Organization.

She noted that a total of more than 5.4 million visitors coming from abroad have been examined at various Egyptian ports since the start of the pandemic.

The country is currently suffering from a third coronavirus wave and the new daily infection toll has topped 1,000 every day since 27 April for the first time since 9 January.

Egypt has so far vaccinated around 1 million citizens, according to official statements.

A surge in coronavirus cases over the past month has forced the government to take tougher precautionary measures, especially ahead and during the feast of Eid Al-Fitr, which is expected to start on Thursday.

The new measures, taking place from 6 to 21 May, include the closure at 9 pm of shops, malls, coffee shops, restaurants, and movie theatres. However, restaurants will be allowed to make home deliveries past 9pm.

Greece reopens its doors for travellers; know everything

After being shut to international travellers for more than a year, the government of Greece announced a phased reopening of the country. Now the country has reopened to several overseas tourists, which includes travellers from the United States.

Greece decided to go ahead of most of its European counterparts and decided to restart tourism. But those travelling to Greece or planning a trip to the country must know that the country’s hospitals are full with COVID-19 patients, and more than three-quarters of the country’s population still remains unvaccinated.

Travelling to Greece in such a crucial phase is still a huge bet but as the country's economy largely relies on tourism, it was imperative for the government to kickstart the tourism sector. The officials believe that with social distancing, COVID protocols and the warm weather, tourism in the country will be safe.

Though Greece is ready to welcome tourists from the US, the US State Department recently added Greece to its list of “Level 4: Do Not Travel,” countries.

Greece’s Tourism Minister, Harry Theoharis, said in an interview, “We welcome a common position. All we’re saying is that this has to be forthcoming now. We cannot wait until June.”

Requirements to travel to Greece

On April 19, Greece started welcoming tourists from the European Union, Thailand, Australia, Israel, South Korea, the UK, the USA, Rwanda, Singapore, New Zealand, Serbia, and the UAE. Tourists coming from these countries do not have to quarantine if they meet following criteria:

1) Fully vaccinated tourists are allowed without a negative COVID-19 PCR test (at least 14 days prior to arrival do not need to quarantine).

2) Unvaccinated travellers will have to show a negative PCR test taken within 72 hours of arrival. Kids, aged five and under, are exempt.

Tourists can enter through nine airports - Athens, Corfu, Heraklion, Rhodes, Thessaloniki, Santorini, Kos, Chania and Mykonos.

If someone tests positive for COVID-19, they will immediately be transported to a quarantine hotel, paid for by the Greek government.

Domestic aviation passenger number falls by 29% in April, India

India is currently ravaged by one of the deadliest COVID waves ever since the pandemic started last year, and is one of the worst-hit countries in the world. As an effect, the tourism industry too has been struggling, especially the aviation section. It has been hit again by the new wave, as April saw a steep decline of 29% compared to March in the number of domestic air passengers. The number of domestic passengers in March was 78.2 lakh, which came plummeting to 57 lakhs in April.

The steep decline has been attributed to the second wave of COVID-19 that hit India towards the end of March. As per ICRA, the decline has been led by passengers' unwillingness to take flights to avoid exposure to the highly infectious virus. It is reported that there is a sequential decline of 15% between March and April.

Reportedly, the number of departures also came down to 60,300 in April from 71,300 in March, 2021. The number of flights has also been seeing a decline since February this year, with only 2000 daily departures in April as compared to 2300 in February and March, 2021. It has also been noted that the average number of passengers in a flight in April was 93; the same was pegged at 109 passengers in a flight in March.

Over 20,000 pilgrims visit Char Dham shrines in two months despite soaring Covid-19 cases

Over 20,000 pilgrims have visited the Char Dham shrines in Uttarakhand in the past two months ever since the entry of pilgrims was allowed to these revered Himalayan shrines.

Officials from Char Dham Devasthanam Management Board said that around 35,000 e-passes have been issued to pilgrims of which over 20,000 have already visited the shrines. The response has been good despite the pandemic and soaring Covid-19 cases.

Ravinath Raman, chief executive officer of Char Dham Devasthanam Management Board said, “It is the effort of the state government that there should be a gradual influx of pilgrims in the four shrines so that tourism and pilgrimage can get momentum. The yatra is getting a good response also. Now people from outside the state can also travel by making e-pass for Char Dham Yatra and fulfilling the health-related standards.”

Since July 1, a total of 35,028 e-passes have been issued by the Board to pilgrims from within and outside the state.

Raman added that all social and physical distancing norms are being followed at the temples while giving entry to pilgrims. The officials further informed that the response has slightly reduced due to monsoon. With bad roads, not all pilgrims are able to reach the shrines.

A Covid-19 test from a laboratory certified by the Indian Council of Medical Research (ICMR) is mandatory for pilgrims visiting from outside the state.

In the last week of July, the Uttarakhand government had decided to allow pilgrims from other states to visit Char Dham shrines with some conditions.

According to the new guidelines, the pilgrims will need to have an RT-PCR negative report conducted within 72 hours of entering the state. If they don’t have a negative report then they will be required to complete the mandatory quarantine period after entering the state before proceeding with the pilgrimage to Char Dham shrines.

The pilgrims are also required to upload their negative RT-PCR report or a declaration on having completed the quarantine on the website of the Char Dham board. They will also need to keep all these documents with them during the pilgrimage.

French woman shot ‘nude’ video at Rishikesh’s Lakshmanjhula, held

A 27-year-old French woman was arrested in Uttarakhand for allegedly getting her nude video shot at Rishikesh’s popular Lakshmanjhula over Ganga, said police on Saturday.

The woman was arrested on Thursday after a local ward councillor Gajendra Sajwan lodged a complaint against the woman on August 25, said police.

RK Saini, senior sub-inspector at Rishikesh’s Muni Ki Reti police station, where the foreign national was booked said, “Sajwan had lodged a complaint that the woman had done a nude video shoot and a photo shoot and put them on social media platforms through which he came to know about it.”

“Based on the complaint, a case was registered against her under the relevant sections of Information Technology Act. During the probe, it was confirmed that the act was done on Lakshmanjhula, which is a public place. Later, some locals said that the woman is living in a hotel in Rishikesh,” said Siani.

After verifying her address, police then went to her hotel and questioned her over the incident.

“During the questioning, she accepted to have shot the video in nude but claimed she was not aware that it’s illegal in India. She said the video and the photoshoot was intended to promote her bead-necklace business. She was then arrested on Thursday,” said Saini.

However, she was later granted bail.

“It seems that she wasn’t aware that it’s illegal in India, as in France, it’s not so uncommon. She is in Rishikesh since the last four-five months and is staying in a hotel at present,” said Saini.

Cameras installed at Badrinath dham for ‘online darshan’ amid pandemic

The Char Dham Devasthanam Management Board (CDMB) authorities in Uttarakhand have started work for online darshan of the Char Dham shrines for pilgrims in a bid to avoid overcrowding at the sacred temples because of the raging coronavirus disease (Covid-19) outbreak, state government officials said.

CDMB authorities will allow online darshan in the revered shrines of Kedarnath, Badrinath, Gangotri and Yamunotri in a bid to keep the viral infection at bay.

Ravinath Raman, chief executive officer (CEO), CDMB, said, “Initially, online darshan will be available for the Badrinath shrine, where cameras are being installed.”

Raman said the cameras and other equipment are being installed by a telecom company for free of cost.

“The equipment is being installed by the company as per a CSR (corporate social responsibility) initiative, but they will be owned by the board. Work has started in Badrinath and it will be followed by the Kedarnath shrine. However, the process may take a while, as the heavy equipment needed to be lugged to a higher altitude at the height of the monsoon season,” said Raman.

The CEO, an Indian Administrative Service (IAS) official, said that after the work is completed, images and videos of the four shrines would be live-streamed on several websites.

“The live streaming will be done on the board’s or the chief minister’s website and also via social media platforms,” he said.

Raman said the online darshan initiative would be reviewed after the viral outbreak subsides.

“This is not a permanent arrangement. We will stop the online initiative after normalcy returns in a post Covid-19 world,” he added.

The CDMB data showed that 21,670 pilgrims visited the Char Dham portals until August 30.

The CDMB authorities said 10,899 and 6,491 devotees visited Badrinath and Kedarnath shrines, respectively, until August 30. Badrinath and Kedarnath portals were opened for the public on May 15 and April 29, respectively.

While the Gangotri and Yamunotri shrines have reported 3,837 and 533 pilgrims, respectively, after their portals were opened on April 26.

The authorities maintained that the virtual inflow of pilgrims is much less this year because of the contagion.

Ganga activist Swami Shivanand ends fast after Centre’s assurance to consider demands

After agitating for exactly a month, Ganga activist and spiritual ideologue Swami Shivanand Saraswati ended his agitation after Union Jal Shakti minister Gajendra Singh Shekhawat and National Mission for Clean Ganga (NMCG) director general Rajeev Ranjan Mishra assured to look into his demands raised for protection of river Ganga.

A letter of assurance by NMCG director general was handed out to Swami Shivanand Saraswati by the representatives of Ganga Vichar Manch, who arrived at Matri Sadan ashram premises on Wednesday late evening, following which the Ganga activist ended his fast.

Swami Shivanand Saraswati said he has been assured by the minister that his demands-- scrapping of hydro power electric projects being built on Ganga and its sub tributaries, prohibition on quarrying activities and shifting of stone crushers from Ganga river-bed by at least 5km, speedy enactment of Ganga Act and inclusion of pro-Ganga activists and seers in the draft panel committee—will be considered.

Ganga Vichar Manch founder Bharat Pathak said that Jal Shakti minister Gajendra Shekhawat was in constant touch with him about Swamiji’s health and had a telephonic dialogue which led to the breakthrough.

“After this assurance, we hope that soon concrete steps will be taken on demands made by Swami Shivanand Saraswati and another ashramites, who have been, off late, staging numerous agitations for the cause of protecting holy Ganga River and conservation of its ecology,” said Ganga Vichar Manch founder Bharat Pathak.

Magsaysay awardee Rajendra Singh said it is high time that the government and the concerned authorities acted promptly and took suggestions from Matri Sadan ashramites as they have been the flag-bearers of agitations on the issue.

Notably, Swami Shivanand had started his agitation on August 3, relying only on intake of five glasses of water and had curtailed it to four glasses since last Sunday.

Prior to starting the agitation, he had pointed out that his ‘tapasya’ (fight for Ganga) is a continuation of the sincere efforts carried out by late Swami Nigmanand, Swami Gyan Swarup Sanand, an IIT professor, and fellow ashramites Sadhvi Padmavati and Brahamchari Atmabodhanand, who all had staged more than hundred days long fast unto death agitations at Matri Sadan ashram in a span of past two years.

Owing to the outbreak of Covid-19 pandemic, Swami Shivanand had postponed his agitation on March 30 after staging it for twenty days.

New railway line to connect Char Dham sites Gangotri, Yamunotri, Kedarnath and Badrinath

Soon, crores of devotees will be able to travel to holy Char Dham sites Gangotri, Yamunotri, Badrinath and Kedarnath via Indian Railways. Railways Minister Piyush Goyal said under the leadership of PM Modi, Railway is going to make the Char Dham Yatra easy for crores of devotees.

Railways Minister Piyush Goyal shared the information on Twitter saying, Under the leadership of Prime Minister Narendra Modi, Railway is going to make the Char Dham Yatra easy for crores of devotees. Devotees will be able to travel by rail to visit Gangotri, Yamunotri, Badrinath, and Kedarnath situated in the holy plains of Uttarakhand."

Char Dham yatra via Indian Railways | Key highlights
  • Railways is going to connect the Char Dham sites in Uttarakhand through a 327-km long line.
  • Railways will build 4 rail lines to connect the Char Dham sites Gangotri, Yamunotri, Badrinath, and Kedarnath. 
  • A railway line will connect Gangotri and Yamunotri while another railway line will connect Badrinath and Kedarnath. 
  • The upcoming railway line will pass through Dehradun, Pauri, Garhwal, Chamoli, Rudra Prayag and Uttarkashi.
However, the cost of the project has not been revealed so far. Neither there is any information on its completion time. 

Famous Ancient Gartang Gali Trek in Nelong Valley to be opened for tourists

The arduous 2.5 km track leading to Gartang Gali in Nelong Valley will be opened for tourists soon. Chief minister TS Rawat has given approval to restore the track.


Situated at an altitude of about 11,000 feet above sea level, Gartang Gali falls on the border of Gangotri National Park in Uttarkashi district. At present, the track from Bhaironghati till Gartang Gali is blocked with boulders.

Last year on World Tourism Day, 50 tourists with special permission of the forest department had visited the place, which has a 105-metre wooden walkway bridge.

The bridge is believed to have been built by Peshawar Pathans. It served as an ancient trade route to Tibet. The bridge, lined with wooden bars, have been damaged over the years. Following the Indo-China war in 1962, the bridge was declared off limits, due to which it could not be taken care of. Since 2015, restricted tourism under special permission from the centre is allowed in the area.

Tourism minister Satpal Maharaj last year announced to re-establish the bridge as a world-class skywalk track to the valley.

The track restoration needed permission from the State Board for Wildlife, which gave its approval on June 15 this year. The track is believed to draw both Indian and foreign tourists to the historic place. “The decision will not only promote tourism in the region, but also become a major source of livelihood for locals,” said DVS Khati, the chief wildlife warden.

However, the delay in restoration of the heritage bridge has irked locals. “It’s been nearly two years now since the government promised to better infrastructure of Gartang Gali. If the bridge is renovated then it is going to attract tourists worldwide and will offer livelihood opportunities for locals,” said Ajay Puri, a hotelier of Uttarkashi and local activist.

The proposal of reviving the bridge is with the forest department that is working on the project.

Nelong Valley opens for tourists from April 15 to November 15. There is a parallel road to the track route, which also leads to the valley.

Video of Landslide on Rishikesh - Badrinath Highway

Normal life in Uttarakhand has been affected due to heavy rainfall in different parts of the state. Several rescue operations are being carried out in rain-hit villages situated in remote areas.

 

A landslide occurred on Rishikesh-Badrinath Highway near Bayasi in Uttarakhand’s Tehri Garhwal district earlier on Sunday.

In the video shared by ANI, a crowd is seen rushing towards safety as a patch of the mountain on a stretchy, narrow road comes crashing down. No casualties have been reported so far. 

Normal life in Uttarakhand has been affected due to heavy rainfall in different parts of the state. Several rescue operations are being carried out in rain-hit villages situated in remote areas. As per reports, the continuous rainfall has hit Uttarakhand’s highway connectivity.

The road from Dehradun to Badrinath, Kedarnath and Yamunotri are blocked at several points with rocks and boulders tumbling down the hill slope following heavy rain.

The Rishikesh-Badrinath highway was blocked in Totaghati in Chamoli, the road to Kedarnath at Jaleshwar Mahadev and the one to Yamunotri at Silai bend in Uttarkashi.

Uttarakhand chief minister Trivendra Singh Rawat on Saturday asked the district magistrates to make a long-term plan to help disaster-affected people be placed if required. The chief minister was on a video conference, reviewing the disaster management works with the district magistrates at the secretariat when he directed the officials to make a plan for the “land bank”.

CM Rawat said that a proposal will be sent to the Central Government for approval of forest land for displacing people of sensitive villages, according to a report in ANI.

Indo-Tibetan Border Police (ITBP) jawans on Saturday rescued an injured woman from a remote village in Uttarakhand.

The jawans carried the woman on a stretcher for 15 hours through landslide-prone zones, flooded areas, slippery slopes, and covered a distance of 40 kilometers. The woman was then evacuated to a hospital.
